1. Scope

1.1 Purpose

Define comprehensive, measurable requirements for a U.S. National Defense System that achieves or exceeds the performance of leading nations in:

• Total defense (Finland)
• Civil resilience (Switzerland)
• Integrated security (Singapore)
• Energy security (Norway)
• Infrastructure resilience (Japan)
• High-threat defense readiness (Israel).

1.2 System Overview

The National Defense System (NDS) is a whole-of-nation system integrating:

• Military forces
• Civil defense
• Cyber systems

• Information environment
• Governance and public trust.

3. System Definition

3.1 Operational Concept The NDS shall operate as a Total Defense System:

4. Requirements

4.1 Operational Requirements (OR)

NDS-OR-001: Total Defense Integration (Finland Model)
Requirement: The system shall integrate military, civil, economic, and societal defense into a unified national framework.
Metric: ≥ 95% of national defense functions integrated under coordinated command structures.

NDS-OR-002: Whole-of-Society Preparedness
Requirement: The system shall ensure civilian population preparedness for national emergencies.
Metric: ≥ 90% population trained or informed in emergency response procedures.

NDS-OR-003: Multi-Domain Defense Capability Requirement: The system shall operate simultaneously across land, sea, air, space, cyber, and information domains.

NDS-OR-004: Continuity of Government (COG) Requirement: The system shall maintain full governmental functionality under catastrophic conditions.

4.2 Performance Requirements (PR)

NDS-PR-001: Infrastructure Resilience (Japan Standard) Requirement: Critical infrastructure shall maintain ≥ 95% operational capability during disruption. Recovery Time Objective (RTO): ≤ 72 hours for full restoration.

NDS-PR-002: Civil Defense Coverage (Switzerland Benchmark) Requirement: Emergency shelter or protection capability shall be available for ≥ 90% of the population.

NDS-PR-003: Cyber Defense Effectiveness (Singapore Benchmark) Requirement: The system shall detect and neutralize ≥ 99% of cyber threats. Response Time: ≤ 12 hours for critical incidents.

NDS-PR-004: Military Readiness (Israel Benchmark) Requirement: Forces shall achieve rapid mobilization capability. Metric: ≥ 80% of combat-ready units deployable within 72 hours.
