Policy Alignment scores a member as a weighted average across four kinds of connection to a bill. These weights set how much each kind counts. They are stored in scoring_configuration in the database, not in a file.
Roll-call votes outnumber sponsorships by a wide margin in the data, so equal weights would make Alignment almost entirely a measure of vote alignment. Preview before saving.
