A key phrase decides which bills become candidates for a requirement. It does not decide whether a bill helps or hinders — that judgement is recorded separately in the Direction Tagging Queue.
A requirement whose phrases describe only one way of reaching its outcome will only ever match bills taking that route. Bills pursuing the same outcome differently, or working against it, never come up for review at all — so they cannot be judged either way.
Choose phrases for whether they describe a genuine route to or from what the requirement measures — never for what they would do to any member's or party's numbers.
