National Debt and Deficit Metrics

Candidate/context metrics for the National Debt and Deficit issue. This restored layout keeps the stronger morning dashboard structure while incorporating the approved 29-row candidate display gate, the OMB spending-category merge, the CBO projection merge, the MTS FYTD merge, the debt-burden/revenue-capacity merge, and the final remaining metric gap closure status, and the candidate metrics phase closure packet.

Release boundary: Candidate display approved for review/context use only. Metrics shown here are not approved for an issue report card, member report card, grade, leaderboard, legislative penalty, rollup, or legislative mapping. Scoring remains disabled until a separate scoring methodology, weighting model, and report-card gate are approved.
